Should not Tamilnadu Muslims represent in higher Govt. jobs?


Tamilnadu newspapers dated 4th May carried the headlines of creating the history in All India Civil Services examinations by securing 97 places by Tamilnadu candidates out of 645 vacancies in India which consists of 34 States. Among them 25 selected were trained by the Trust run by Chennai-Saidapet Ex-AIADMK M.L.A Mr. Saidai Duraisamy. There are other institutions which trained for Union Public Service Commissions for All India Services such as the Institutions run by State Government at Anna Nagar, Periyar Trust at Vepery, the trust run by Ex-IAS Officer Mr. Dayaneswaran at Vadapalani, the training given for Nadars by Sivanthi Adithan at Tuticorin Dist. at Veerapandiapattinam Adithanar College and for the Backward class by B.S.A. Cresent College at Vandalore.
This is clear from my particulars shown below for the representation in IAS/IPS in Tamilnadu:
There are 325 posts of IAS in Tamilnadu.
But to my knowledge only 8 of the following officers are in the list;

There are 236 posts of IPS in Tamilnadu.
But there are 6 officers from Muslim community:
1)    Anisa Hussain –Uthar Pradesh
2)    Mahaboob Alam—do—
3)    Najmal Hoda-----Bihar
4)    Md. Shakeel Akthar-Bihar—
5)    Jaffar Sait---Tamilnadu
6)    Mohamed Hanifa-Tamilnadu


The training institution run by Cresent College> Vandalore could not make much strides to help Muslim aspirants, the reason best known to the authorities. Every one knew that The Muslim Educational Association of South India was founded on 7th February 1906 by the well wishers of our community and it is running a chain of educational institutions including New College, in which I got my bachelor degree in 1969. The institution is located at the heart of Metropolitan Chennai City in Royapettah. They are 5 objects of the Association, namely
i)                   to devise means for the dissemination of higher education among Muslims and to promote the study of Urdu, Persian and Arabic
ii)                to arrange for imparting religious instruction
iii)              to help poor but intelligent and deserving students with scholarships, books, school, fees, etc
iv)              to impress on the minds of Muslim Public by means of lectures---
the necessity for imparting western education
    v)       to safeguard and promote the rights and interests of the Muslim               community in all spheres of life, viz; religious, educational,               cultural, social and economic.

          As per objects of the Visionaries of MEASI, the poor and intelligent students of the Muslim community should be helped freely to safeguard the interests educationally and economically. Recently the Hindu organization had conducted the aptitude test scholarship for the students from 8th std to 12th std to get admission for IIT and IIM at Triplicane 27  life members of MEASI including me found that there is an impending necessity to start the comprehensive training academy at New College to impart training for the aspirants for the employment in the Central and State Governments in UPSC and TNPSC, the training for the TOFEL, GRE, IELTS to get higher education at Foreign countries, FIIT-JEE the comprehensive entrance examination to  get admitted at Indian Institute of Technology and Indian Institute of Management, CAT-SAT to get admission in M.B.A and other competitive examinations. So we presented a memorandum to MEASI on 3.10.2007 to start the MEASI ACADEMY of CAREER GUIDANCES. When the General Body meeting was held on 15.10.2008 at NEW COLLEGE premises some of the interested, influential and affluent members ensured that the memorandum was not carried out. Instead they brought another resolution to amend Rule 10 to make all Past Presidents to become the members of the Governing Council so as to circumvent the democratic principles of the election. Such resolution was not dreamt by the great Past Presidents like Justice Basheer Ahamed Sayyid, Abdul Majid of   Tenkasi and Sirajul Millet A.K.A. Abdul Samad Sahibs.

          This is the tip of the icebergs in which the self centered Muslim Leaders are not bothered about the welfare of the Intelligent and educated Poor Muslim students. The State Government of Tamilnadu had announced 3.5 percent reservation in the employment for Muslims and Central Government had announced 27 percent reservation for OBC in the Government Jobs and educational institutions. If an Academy is started at centrally located New College premises it would help the job seeking Muslim students who will achieve their goals of well placed in the society. In the competitive world, the training institutions fleece the aspirants with the higher fees. The poor Muslim students may not part with higher tuition fees in such institutions. Hence it is imperative to start the training academy for Muslim intelligent students to compete with the students of Non-Muslim candidates and achieve their goals in All India and State levels. Further we should also help the students for higher studies abroad.

          Everyone would have studied in News papers that Dinamalar and The Hindu run by Brahmin community are conducting Job Fairs. There are good numbers of Companies run by Muslim Rich persons. MEASI or any other Muslim social organization can organize the Job Mela for Muslim job –keepers. The Muslim entrepreneurs can also think of giving preference to Muslims in the employment. If anyone makes an independent survey every one will be surprised to find a large number of Non-Muslims are employed in the business centers of Muslim affluent. But they will come into rescue when their institutions come into attack by Hindutva elements. I will quote some examples: 1) I was D.S.P Coimbatore Town from 1977 to 1980. I know that there is one big cloth store namely Shoba Cloth Centre and sister concern Sobika. Both of them employed many non-muslims as employees. But unfortunately when both of them were razed to the ground by the Hindu fanatics during 1998 riots no one came forward to defend them. Similarly when Gujarat was witnessing the genocide of muslims after Godra train burning incident most of the textiles and machine tools factories and shops owned by Muslims were burnt to ashes. Neither BJP Central Govt. nor non-muslim employees came forward to defend them. Still there are not rehabilitated and languishing in refugee camps. Many Techie Muslim brethren know that a software company runs by Muslim business man at Chennai, which employed many Brahmins Directors in prime posts by paying hefty salaries to the tune of Rs. One lakh to Rs. Two lakh per month ended in heavy loss.  

          Hence I make a fervent appeal for the Muslim intelligentsia to think of helping the hapless brethren to start the expressing their views unitedly  to start the Career Guidance Academy for Muslim Students and conduct Employment Fair both in India and abroad.      
The following are required to start the Academy:
1)    Infrastructure: Building-furniture-communication and transport facilities.
2)    Establishing libraries with books, periodicals, printed materials, computer and CDs, availability of leading national dailies and magazines for references.
3)    Able professionals who can handle the optional subjects, psychology,
General mannerism, physical education teachers, etc.
If there is an established educational institution like New college(MEASI) at Royapettah, Sadaq College at Sholinganallur, Cresent college at Vandalure and SA College at Avadi we may make use of the facilities, faculties and professional available there. Otherwise we have to make arrangements for the above facilities. The building should be hired.
The normal fees charged from the candidates by Sivanthi Adithan Academy at Veerapandipattinam, Tuticorin per course vise is given below:
1)    One Day counseling course for Civil Services Exam(IAS; IPS and State Group 1 services)
Course fee: Rs. 200/
2)    Intensive Guidance and Coaching for Union Public Service Commission and State Group 1 Exam( Preliminary Exam)
Duration: 4 months
Course fee-General Studies:Rs. 5400/  Optional: Rs. 3800/
3)    Main Exam: Optional- Tamil literature only.
Duration: 45 days
Course Fee: Rs. 3800/
4)    Intensive Training and guidance Course for selection of Police Constables in Central Police organization/ BSF, CISF, CRPF, ITBP etc.
Duration: 10 days, Course fees: Rs. 900/
5)    For Assistant Commandants and Sub-Inspectors in Central Police Organisations:
Duration: 21 days
Course Fees: Rs. 1550/
6)    Guidance course for M.B.A, M.C.A
Duration: 105
Fees       : Rs. 1200/

B) Hostel Fees:
Lodging and Boarding will cost Rs. 50 per day since it is in located in rules.
Apart from the above courses they are also giving training from the clerk posts to Officers cadre in State service commission and Railway service commission.

          We have to think of giving proper training to train our Muslim brothers and sisters in GRE, TOFEL and IELTS required for the students to get admission in foreign universities, like US, Canada, U.K, Australia, Singapore, so on. I have sounded some educated persons in Chennai and we will meet shortly to discuss to make a beginning. Please pray Allah to enlighten our thoughts and give proper guidance to help the poor and intelligent lot who are running from pillar to post for help.
